About the Editor

Greetings! My name is Jarrett Perlow. With over twenty years of experience in federal court administration and management, I am passionate about applying quality management methods to enhance court operations to support the vital role of the American judicial system. My quality management training includes certification as a Lean Six Sigma Master Black Belt (under the direction of Dr. Gregory H. Watson) and as a Manager of Quality/Organizational Excellence. I am also a Designated Examiner for ASQ/ANSI G1:2021 Guidelines for Evaluating the Quality of Government Operations and Services, past chair of the American Society for Quality Government Division's Center for Quality Standards in Government (2021 - 2024), and current Chair-Elect of the American Society for Quality Government Division (2025 - present).

My quality management work includes leading my office's five-year transformative effort and adoption of quality management practices, which led to its silver-level validation under the national ASQ/ANSI G1:2021 Guidelines for Evaluating the Quality of Government Operations and Services. More recently, I developed a nationwide federal court process improvement program, which launched in September 2023, and where I continue to provide strategic direction, training, and mentoring to court staff and units across the nation on implementing and applying quality management practices to their local operations. As an ICM Fellow, my research exploring the use of quality management systems to improve the effectiveness of federal court operations was recognized with the Award of Merit for Applied Research by the National Center for State Courts' Institue for Court Management.
